feat: add semantic-release and conventional commit infrastructure

- Create pyproject.toml with python-semantic-release configuration
- Add release.yml workflow for automated releases
- Add commitlint pre-commit hook for conventional commits validation
- Add python-semantic-release to dev dependencies
