copilot-swe-agent[bot] 8811126b48 Add comprehensive settings tests
- Add tests for database model (ApplicationSettings)
- Add tests for settings precedence (DB > env > default)
- Add tests for type conversion and validation
- Add tests for settings metadata completeness
- Verify all core settings functionality works correctly
